Most readers rotate the view for you without saving it. The orientation stored inside the file has not changed, and that is what this tool sets.

Will rotating reduce quality?
No. The page content is repositioned rather than re-encoded, so text stays sharp and images are untouched.
Can I rotate by an angle other than 90 degrees?
PDF page rotation works in 90 degree steps: 90, 180, and 270. A slight skew from a crooked scan cannot be straightened here.
Will printing follow the new orientation?
